An Answer Based on Absence
"ID is an answer based on absence," writes Dr. James Randerson, a life-sciences news editor with the international science news weekly magazine, New Scientist. "'If Darwin can't explain it, then it must be the work of a designer.' But a lack of explanation is not good enough for science. Who or what is this designer? How does he or she or it operate? When should we expect to see the designer operating in today's world? None of these questions is answerable, because the designer falls outside of natural processes. This answer simply does not fit the definition of a scientific explanation."
